Two Females Lead Arkansas Troopers On High Speed Chase Through Van Buren

  • This video follows the dash cameras of ASP Troopers Michael Bowman, Matthew Price, and Joshua Porter.
    This is a statement from the beginning of Trooper Bowmans report:
    "On September 9th, 2021, I, Cpl. Mike Bowman, was observing traffic on the southbound lanes of Interstate 540 and U.S. Highway 64. I was stationary in the center median at the time facing north. During this time I observed a small black four door vehicle driving south in the left traffic lane on Interstate 540 faster than the posted 65 mph speed limit. I estimated the speed of the vehicle at 85 mph and turned my radar on. The radar unit showed that the vehicle was driving 83 mph and was locked in on my radar unit with a good solid tone. I then pulled out and began to try and catch up to the vehicle."
    This would later result in the Trooper crashing his unit, and leaving the pursuit.
    This is the full report from Trooper Price:
    "On September 9th, 2021, at approximately 11:00am, I, Trooper Matthew Price, was traveling northbound on Highway 59 at Highway 348. I heard via radio, Cpl. M. Bowman say he was in pursuit of a small black car and began to give the pursuit direction. I turned around and began heading towards his location. The pursuit went into Fort Smith and heard on the radio that Cpl. M. Bowman had wrecked his vehicle and Van Buren Police were still in pursuit of the vehicle. TFC Josh Porter advised that the pursuit was traveling northbound on Midland Ave back toward Van Buren.
    The pursuit passed me still traveling northbound on Midland Avenue and had a Van Buren officer behind it. I turned around and began to try to catch the pursuit. I crossed the Midland Bridge into Van Buren and observed that Van Buren had the vehicle stopped at the base of the bridge. As I approached the bottom of the bridge the vehicle drove around the Van Buren officers and turned southbound on Highway 59 south. I pulled behind the vehicle and notified dispatch that I was in pursuit of the vehicle. As we traveled under Interstate 540, the vehicle appeared as if it was going to turn northbound on Twin Circle Drive. As the vehicle began to make the turn, I executed a Precision Immobilization Technique (PIT) on the vehicle and tried to block the vehicle in but the vehicle was able to regain control and speed off. I got behind the vehicle again as it was turning southbound on Co-op Drive from Twin Circle Drive. I executed another PIT on the vehicle again and was able to block the vehicle from leaving.
    I exited my patrol car and began to give the driver orders to roll the windows down and show me her hands. The driver rolled the windows down but continued to drop her hands and reach between the seats. I went around to the driver's side as TFC J. Porter was pulling up. The driver refused to keep her hand up or exit the vehicle. I opened the driver's door and observed the driver to have one hand on the steering wheel and the other down between the driver seat and the middle console. I grabbed the driver's left arm and pulled her out of the vehicle and towards the ground due to her failing to exit the vehicle or show us her hands. While the driver was coming out of the vehicle her head hit the front of TFC. J. Porter's push bumper before getting her on the ground. The driver continued to refuse to put her hands behind her back. TFC. Porter and I were able to place her under arrest. After placing the driver under arrest I observed the driver to be bleeding from the head. I notified dispatch to start an ambulance to my location. I went to my patrol car and retrieved my medical bag and wrapped the driver's head to stop the bleeding. The driver was later identified as Angela McConnell and had an active felony warrant out of Arkansas Board of Parole. The Passenger was identified as Brandy Stanhouse and had multiple felony warrants. After EMS arrived and had the driver in the back of the ambulance, Paramedic Dalton Edwards with Southwest EMS began to yell in the back of the ambulance. Edwards advised the driver was kicking him while he was trying to treat her.
    The driver and passenger were transported to the Mercy Hospital in Fort Smith to be treated. I followed the ambulance to the hospital to sit with the driver. I met with the driver and read her the statement of rights form. I asked the driver if she understood her rights and she stated yes along with signing the form indicating she understood. I asked the driver to consent to a blood draw and she stated she would and she signed the form stating she consented to the blood test. The driver stated that she was going to have methamphetamine in her blood. After retrieving the blood, TFC J. Porter sat with her while I went to headquarters to submit the blood into evidence. The blood will be sent to the Arkansas State Crime Lab at a later date.
    Ms. McConnell was charged with: Speeding, Reckless Driving, Driving on Suspended License, Fleeing in a motor vehicle, Battery 2nd and Criminal Mischief 1st.
