The thing about Tony Stark is that he knows he's human. He knows he has flaws. He knows that being Iron Man and being labeled as a "superhero" doesn't change that.
Captain America pisses him off so much because Steve, while a good person, is a little too perfect. He's never made a mistake in his life. ("You may not be a threat, but you better stop pretending to be a hero.") And Tony grew up hearing stories of the legendary Captain America ("Oh, you two knew each other? He never mentioned that. Maybe only a thousand times.") and has always felt inferior.
