I had the same issue. I turned off USB debugging, revoked my computer's USB debugging rights, and turned USB debugging back on, and allowed my computer access again. That seems to have "reset" it so that my phone finally showed up on the cmd commands. I tried that command several times before doing this and it wouldn't show it. What you're trying to do is get your computer to recognize the phone again. Hope it works for you guys like it did for me.

You should be able to extract the files using 7zip as well. Just right click on the zip file there would be options to unzip it. And if you are using Windows 8.1 or 10 then open the zip file using file explorer, copy the contents and paste at your desired location. In this way you won't require any 3rd party software to unzip the files.
