Must be the unread fine print in the Shopkeeper's contract.
"Whosoever deposes of the Shopkeeper shall become the new shopkeeper, bound to the castle for all eternity, in a cycle without end."
Meaning Luigi would ultimately end up succeeding Mario, thus continuing the cycle.
