Metropolis is held by the one who first has the most amount of upgrades, first 4, then later 5. Once you are the first to reach 5, none can take your metropolis away from you. But all the upgrades increase the likelihood of obtaining "development cards" so there is still something to be had by maxing out the science bonus. But the metropolis is held by the player who first reached 5.
That isn't even how the law of averages works. A number doesn't become more likely to hit just because it hasn't hit so far. At least for a random dice (as opposed to what Colonist calls a fair dice).
Sure, every dice roll is independent. However the law of large numbers still applies, such that given enough dice rolls, the distribution should reflect what is expected. So it is fair to expect that over time the distribution should approach a typical binomial curve.

So if you have an unlucky start for first 20 dice rolls, there are simply not enough rounds in Catan for the difference to revert to mean. If there is any hope of law of large numbers to apply and average out the randomness for skill to shine through, it is over the course of hundreds of games, definitely not over the course of one individual game of Catan.
@@alexsmart2612 this game was only 56 turns and the 8s reverted toward the mean. Expecting the 8s to be rolling super low for 60+ turns is not a bet I would take.
