Most likely not absolute. More often than not, mind control powers can and will fail in the sense that if someone is too strong or has a strong enough mental defense, then it will be pretty useless.

@@hazemessam7564 Just a thing - a strong mental defense ≠ high IQ. A defense against mind control attacks like Cate's is usually to be a very strong-willed person, convict and very fix on ideals. You can be the most intelligent person in the world, if your "willpower" is too low, you will get controlled. But in answer to your question - it's possible, right now the series didn't progress enough to assess that, but I am inclined to say yes.
Nothing in the show support her powers being stronger than Neuman’s. She was able to wreck an entire room of people’s heads while they were all moving and screaming. Marie could barely get Cait’s arm.
