I’ve found that if the kingies are low you can run a hookless jig through them then that sometimes can drag em up

7:15 am a coupe of years ago, heading out from Opito Bay....I noticed some splashes around the green buoy West of The Brothers, as I was heading South. Yellow tails!
A few drifts with a stick bait and I hooked my first top water Kingfish.
Pilchard pattern lure rigged with single in line hooks.
I tried the same a couple of weeks later, but after many follows I only hooked a rat & lost it boatside.
