You say in the beginning that a NAND gate is only equal to 1 when both A and B are zero but thats false. A NAND gate is the complement of AND gate so it will be equal to 1 everywhere EXCEPT when A and B are both 1

Both A and B are inputed 0 output will be 0 and because of inverter it will get inverted to 1
