- Santa Monica, CA - A tragic incident unfolded today at Santa Monica Beach as authorities responded to a distress call concerning an individual in distress near Tower 17. Santa Monica Police Officers and the Santa Monica Fire Department rushed to the scene after receiving the report shortly after 11:00 a.m., May 27, 2023. Sadly, despite their swift arrival and efforts, Portia Kemp, a 35-year-old woman, was declared deceased upon their arrival.
According to the Santa Monica Police Department's Public Information Officer, preliminary investigations conducted by the authorities did not reveal any visible signs of drowning or physical trauma. In accordance with established protocols for public deaths, the Santa Monica Police Department requested the expertise of the Los Angeles County coroner, who arrived at 2:40 p.m.
Transporting Portia Kemp's body posed an unexpected challenge, as the Coroner's van was unable to navigate the thick sand. As a result, the Coroner's Office parked at the beach parking lot and required the assistance of Santa Monica Police Officers, who used their truck to escort them to the beach.
The adaptable Santa Monica Police Officers quickly coordinated their efforts to ensure a smooth transfer. With the Coroner's Office in tow, they overcame the logistical challenges presented by the sandy terrain and safely escorted them from the parking lot to the beach.
After a thorough investigation by the coroner, which included meticulous examination and analysis, Portia Kemp's body was carefully placed in a bag. Due to limitations with the Coroner's van, the officers used their truck to transport the body back to the parking lot, facilitating the subsequent transfer to the Coroner's van. These actions were carried out in adherence to established protocols to maintain the integrity of the investigation.
The coroner's comprehensive investigation, including toxicology tests, will provide more information about the circumstances surrounding this tragic event.

My Soul Sister was an amazing person. She wasn’t homeless. She was very classy. And most likely went for a day of peace as she loved the water. Her death leaves a deep hole in my heart. So sad. My son had not used in 3 years. He suddenly went back and was found dead 2 days later. Sitting on steps in public on Santa Monica and Fairfax on March 23, 2022. Cause of death. Affects of Fentanyl. And now his cousin is also gone. Same thing.

She bought that there was a laptop in that bag brand new. She had very good taste in high standards for her life and her daughter that’s 15 years old, I’m only writing this because I had to address that tragic incident on the beach with my daughter. Maybe if she was a person to you you might see she was just having a good time at the pier on the beach like many other people and deserve to be treated as such she was not homeless, that’s why they retracted that in this report it’s me who’s taking care of her body I’m doing the go fund me and I’ve asked for your help to take care of my daughter. I really applaud the respectful manor of these officials. They treated the young deceased woman with dignity and reverence. So often we see videos where officers have reacted horribly and crass during this kind of moment; laughing, joking and saying many negative comments at the victim's expense. These officers and coroner's office personel are acting as professionals.

It's so sad to see this 4weeks ago a man found my brother on the beach in Hawaii in the early early morning he was beaten very bad and stabbed 6 times and had his throat cut and we later found out he was ran over multiple times by a vehicle,his girlfriend and a guy friend of hers was arrested,the thing that gets me is,,,I know people are nosey but come on it's not a movie you would be amazed as the morning went on there was so so much people standing around talking,staring and just wouldn't leave,, makes it worse,,I also pray for this family.....

When our kids are adults, how much control do we have over the decisions they make and the paths they choose? If they have addictions, it’s all the more impossible to have them in our homes. They will bring themselves and everyone around them down. It is an impossible situation. The helplessness is overwhelming.
EMS, ambulance are for living ill who need medical support while being transported to hospital. A deceased person is going to a place for autopsy and/ or storage.

I wonder if she was the dancing girl, I haven't seen her around the Venice Hotel cam in about a month.. Not the overcharged one Thats non stop, I saw her today.. But there was a dancing girl , that would dance around at night for about 3 to 4 hrs. while she's peeking ( I'm guessing) Then get her stuff together and walk away into the nigh.. I am so glad you spoke up and set the record straight. Reading all of the comments, I kept thinking how do these people know if she was homeless or on drugs. People are rude to just assume that. I understand there is a lot of that going on these days but it doesn’t mean it’s the case every time. Even if it were that situation, why comment like that. This woman was a beautiful person that lost their life. She was someone’s daughter, maybe sister. Maybe she was someone’s mom. She was loved and valued in this life and I’m sure people are grieving her loss.
