You are right it is very annoying and, whilst it is useful to move the pieces and see what the position looks like after various candidate plays, too may players have taken this way too far (particularly in UK tournaments) and I am now in favour of the 'touch rule'. I once saw a top Uk player ( i will not name him but if he ever reads this i am sure he will recognise himself) deliberate for almost 20 minutes over a 4-4 in a complex middle game. If you ever find yourself in this situation just take a quick photo of the board to protect yourself.
