Well let me tell you something, this concert was in Morocco and in that precious country English is their 3rd if not 4th language, so I’m not surprised that they don’t know the words, I’m sure there are few ones who are signing their lungs out.
Plus in some middle eastern, eastern countries the crowds are much more reserved and don't really open up that much. Take a look at indian tv shows and awards and how mute and suffocated they are. There might be some slight changes in the last 10--15 years due to globalisation and more progressive youths though.
Take into consideration he's performing in a different country and they don't know the lyrics so they can't vibe along. If this concert was in the US then obviously you'd see the crowd going crazy.
