When we say a battery is 26ah - does it refer to usable amps - related to Full Charge minus Depth of Discharge level 14.7v - 10.8v ? Or does it refer to the total amps advertised on the battery?

Would a C20 rating of battery also indicate deep discharge capability, in addition to battery design ?
