Just because you don't understand it doesn't make it impossible by any means. The main issues are accuracy and power. The reflectors exact coordinates were kept recorded, meaning all you need to do is determine the spot relative to the rest of the moon, account for any movement (which given that the light reaches the moon and is back in about 2.6 seconds is negligible) and fire a powerful enough light beam that the equipment you have can pick it up when it returns.
