    Without an end to Qualified Immunity, "bad apples" will continue to violate the citizenry, which will continue to erode trust, leading to fewer people wanting to serve.

If that's true, why have police and local jurisdictions paid over 1.5 BILLION dollars annually in police misconduct judgements and settlements if everyone committed a crime? Why are people released from prison and exonerated every year in America if they committed a crime? Oh yeah, I Can Go On and On and On and.....
