It was because the Indra's Arrow was made thanks the chakra of the 9 bijus. Naruto kept the chakra of the Nine Tail Beast but just because he is a jinchuriki. Sasuke isn't so he can't make again the Indra Arrow without the help of Naruto. Like when they fused the Susanoo and Kurama in their fight against Momoshiki.
The team ultimates are easily the best. Every single one involving Naruto and Sasuke are gold, the Akatsuki one is one of the best things Bandai Namco has ever done, and seeing all the coordinated attacks gives me life.
