Yes and no. For one thing Rocky is probably three inches taller. I've met them both back in the day. I'm 6'4". Luger was a little shorter than me, the Rock a smidge taller. Luger, in his time, managed to look like that 24/7 for years (with a lot of help) while Dwayne does it in a casual way, just in time for his film shoots. Is he using Testosterone replacement? Dunno, but he's certainly not hammering HGH like Luger was back when.
