Nah. The British public were asked whether they wanted to remain a MEMBER of the European Union or not. 52% didn't want to remain a member.
Although immigration was put forth by Nigel Farage in the leave campaign as a potential benefit of not being an EU member, we can't assume that all leave voters done it for immigration control.
Leave voters had a myriad of reasons for voting leave, whether sovereignty, financial, trade, don't want to be part of a closer union, whatever...
So, your claim that the British people already voted for a say in immigration is false. "Leave" was ambiguous and subjected to different interpretations.
So, you're wrong in claiming the British people already voted for a say in who crosses their borders.
If it was a referendum with immigration in the question, then your point would be valid. Let's stick to the facts, shall we.

Brexit was about diminishing the influence of the *_state_* over the individual - not about "immigration".
That argument never made sense, however, destabilising the coordinative ability of the European Union to control our lives in a streamlined fashion all over the map, certainly did.
This is why I suspect the establishment appeared to be extremely dissatisfied with the result of the referendum - immigration would be an extremely simple workaround if the state remained "in situ" both with and without straightforward coordination with the rest of Europe.
If the state isn't recognised by the people, then it can't sustain itself [in an overly recognisable fashion].
The jeopardy of the *STATE* was the issue that Brexit sought to address first and foremost - not the failure to home in on one specific government policy.
The state is extremely oppressive, and influences the lives of others hundreds of times more than "just" immigration in isolation.

The lie was one of omission, which was leaving out the fact that successive governments have maintained increasingly higher record levels of immigration despite being elected on the promise that they would drastically reduce it.
If being honest, Mr Sunak might have added, "And there's nothing the voters can do about it, because both parties have the same policies".
