I might be very late but this is how you can enable it. Make sure your tv is updated to the latest version, because there is a TCL c735 and other model updates released recently.
1- make sure you enable game mode on game picture mode.
2- then go to nvidia control panel/setup g-sync
1- "enable for windowed and full screen mode"
    2- "select your monitor"
3- "enable settings for the selected display model".
    Then basically click on "apply"
After that it should be enabled.
Then go to display settings in windows settings/advanced display/ choose refresh rate to 144Hz
Both ALLM and VRR will be enabled too.
    Congrats🤝

What about TCL C735 and 144Hz? In windows options only show 120Hz at 4K

@@walterwolfgaming doublicate my comment to you:
@TVguyDarko Finally, I enable "144HZ", but it's no good method to my opinion.
      1. I installed new original non-activated Win 10 OS with Internet access.
      2. then enable VRR on TCL
      3. then enable G-Sync for TCL in Nvidia Control Panel
      4. then in CRU will apear DisplayID 1.3 - it's says TCL can work on 144HZ (it's also appear even with new\actual driver)
      5. then like forum's guys said i try to install 537.58 nvidia driver - it won't install because it's for older GPU, then 545.84 - same thing. Oldest driver for my 4070 Super is - 546.65 - i installed it with "clean instalation".
      6. No 144hz appear in nvidia control panel or windows as-is
      7. I try change resolution and Hz in nvidia control panel, 144hz with manual corrections from information in CRU DisplayID 1.3. - won't work, it will write "successfully apply" but don't work and don't apear anywere.
      8. Like guys in forum said "Attention!!! 537.58 is the latest driver that works stably at 144Hz, after updating 545.84 you can only get 143Hz (if the mode does not work, do a clean installation of the driver)", I try 143Hz - and it's work with manual corrections from information in CRU DisplayID 1.3.
      9. TCL write it's work on 144Hz, Windows and nvidia control panel will write 143Hz, but who cares.
      BUT
I don't want use old nvidia driver 546.65 (it's launch driver, it's may contain a lot of bugs), I guess I must or contact TCL or Nvidia about that problem so they fixed it on new\actual drivers. So, and there is a problem, I'm from Russia, and I don't think they will be in contacting with me (I guess because of what happening in the world?). I will try to contact them, but maybe you also can help me with that? An forwarded that information to TCL and maybe Nvidia support somehow?
For now i better stick with actual driver and 120hz i think.

Motion Rate 240 indicates a native refresh of 120Hz while Motion Rate 120 means a 60Hz refresh.. So yes that means you have 120hz
