I have the same processor and 8gb Ram. Unfortunately my previous gpu died so now I’m looking for a cheap gpu to play valorant. As Valorant is a cpu intensive game, I wanted to know if the gtx 650 would 100% utilize the processor on the lowest settings?
i would personally go for a 750 ti or above, and to answer your question, the gpu would be at 100% and the CPU would be comfortable at 40-60%, you don't want your cpu to be at 100% while gaming.
I have the same PC with you and i only the gpu , with a new ARC A580 and the PC now is very good for e-sport tittles.

What graphics driver version did u use?

maybe your cpu is not good enough.
Valorant is a cpu based game from what i know so basically your gpu only affects you a little bit
