From what I’ve heard, although there may be a relatively small volume of CO2 in the atmosphere it has a much greater affect that that larger percentage of water vapour, essentially not all greenhouse gasses are created equally. If you think about it like poisonous food, if you eat a few poisonous berries you will die and if you eat a few hundred apples then you will also die. Different things do damage at different rates and so it takes a lot more water vapour than CO2 to damage the environment.
It doesnt have drastic differences in my opinion its mostly wording that changes, the general definition is the same so if you can speak “science language” properly you should be fine

Look up co2 saturation curves. It's diminishing returns.
