Russia can not send troops, armored vehicle, and definitely no artillery and artillery shells. However, Russia can send fighter jets. Russia needs it fighter-bombers, but they do not really need their light- to mid-weight multirole fighters. They can't operate over Ukraine anyway due to Ukraines aire defense systems. They can not carry a lot of ordnance, have limited ability to fire more sophisticated ordnance, and the pilots are not or are poorly trained for ground attack mission. Hwever, Russia has lots of dumb bombs and they were never too concerned about accuracy. Just saturate the area.
