I'm sure you can ask them If a member who is not participating in go carts can get a free ride with the guide. If you mean allowed legally yes we passed by police no issues just a passenger on the motorcycle. On their website there is an option for you to rent one of those motorcycles instead of gokart too I believe.
@thatboi7572 it's just like driving a regular car and you'll be guided whole time. Never moment didn't feel safe but enjoy it definitely a worthwhile experience.

Many Japanese are bitterly disappointed by the number of accidents they cause in Tokyo. And foreign tour guides cannot speak Japanese well enough to deal with accidents. I hope you will choose a good tour guide who understands and complies with Japanese laws and manners. This will ensure your safety.

Definitely worth it! They did not provide helmets or gogles at the time we went. I will add that felt completely safe the whole time.
