In this video I show you how to replace the condenser and radiator fan in my first generation 2003 Toyota Prius. I used a junkyard condenser and radiator fan that I purchased for about $50. Watching this video to get some insight on replacing my radiator on a 02 prius since there's so few videos about it. Found it ironic since yours has dried coolant in the exact same place that my radiator has a crack at 4:03 !
10:10 exactly my symptoms. A/C on my '02 isn't QUITE as ice-cold at idle (combustion-engine running) than at speed. There is a "cold-storage" evaporator core in the gen 1 A/C system since the A/C is belt-driven, and I know that works fine, I can sit for a good minute or so with the combustion engine off and still have cold air. I can hear the condenser fans running when the engine (and thus the compressor) is on.
Went to do this, got into the job to unplug the fans..... They were unplugged, plugged in fans work.

I can not get my fan running. A/C needs to recharged, so I can not run that. Is there a way to run the fan manually?
is it possible to remove and replace the radiator coolant overflow tank from the fan shroud?
Not on a 04 and up Prius the overflow tank is part of the fan assembly
