Why would you use different speeds? When do you use different speeds on each rod? What's the difference, can i set inner rod and it keeps rotation going and than use outer rod to steer? Does this machine still have auto steer/carve?

All formations are not equal, some require different rpms and pressures to cut efficiently and not tear your tooling apart. Where we are, we are drilling in solid or broken basalt(lava) formations, that both utilize a different approach. When in a solid formation, we absolutely us the inner rod to cut, and the outer to steer independently like you asked. When in broken formations at times we can utilize the single rod mode and drill traditionally. Many different ways to utilize dual rod, just need to find the most efficient way for the formation youre in.
