Fun fact: You can complete this task (or at least pick up the nano suit) after the first point of no return as long as you start it and picked it up from the board before that point in the game.
In NG+ you can just enter the code right away after accepting the quest, saving you from a lot of headache. I tried going to the shrines but it doesn't give you anything , not even SP EXP.

@jacobmeade6005 Yes you have to do story quest to unlock Matrix 11 to be able to go to the Rail Yard Camp
@jacobmeade6005 you also need to progress the story to unlock The Great Desser area as well

You have to get all the clues (in this case, all 6 trials)
