The idea of ammonium nitrate or potassium nitrate is to react with sulfuric acid to create concentrated nitric acid, so it doesn't directly account for how strong the ETN will be, but in general maybe potassium nitrate will create slightly stronger nitric acid because it is not as hygroscopic as ammonium nitrate. I use ammonium nitrate because it's cheaper but I haven't had any problems with it for how strong is the ETN

anything more than 90% will work
96% will work perfectly
