I have the free plan and I am able to schedule my send time. I'm confused as to why I am able to do this.

Will this be setup like an email flow where whenever a new contact is added it will start the email sequence? Or is there a way to do that?

No, this is an email campaign where it would send once at a specific day and time. You want to set up an automated email. You'll do that under Customer Journeys.
