Hmm let's break this down to simpler terms so we can understand it better. Thunderbelt 1990 Gold 800 HP (average for its cost) 40 Physical Defense (average - only slightly useful against majority physical enemy lineups, meta now heavy favors magic damage) 10 Mana Regen (useless as activating skill 2 just once will cost you 30 Mana) 10% Cooldown reduction (insignificant as it only reduce your stun CD by 1 second and ulti CD by 4 seconds) In other words you only gain 2 semi useful stats out of the four attributes which gives you bonuses. Passive ability Within three seconds after casting a skill, deal 50+5% of caster's "extra HP" and slow them down for 40-80% for 1 second. Even if you buy thunderbelt at the final slot, you will roughly get about 4570HP (five core items inclusive of thunderbelt) "5% of caster's HP as true damage" in this case will only mean a bonus of 228 damage. Which is truly underwhelming if you think about it. This makes the only useful stats of this item to be the 40-80% 1 second slow you get. Which is relatively replaceable even when compared to ice queen wand. Not to mention comparing this thunderbelt to other pure defensive based items which is more efficient in the late game.
