People tend to forget that gero originally planned for 17 to be massively stronger than perfect cell, but sealed that power last minute and focused on perfect cell since he could actually control him better than 17
Even if that is the explanation (which I guess it is in the manga), not only is it very debatable that it was enough training for 17 to reach that level but… we don’t even get to see this in the anime, therefore the anime timeline has no explanation.

Now think of it as game if you have don't need sleep and let's pretend the cell Jr's don't get stronger and say they are level 20. At first you'll get stronger let's say 17 is level 17 at first. Of course you start by getting good amount of exp. No when he's past their level he the exp is less. But since he doesn't need sleep or food, he's can grind the whole day, while protecting the park, from poachers. It will be slow but for 10 years and to catch up to level 130 with infinite energy you proably can do that
this is probably the closet we get to Perfect Cell coming back as a recurring character in some form like Frieza, though in this case Cell Jr.s who are basically reforme thanks to 17. Now it's the matter if they want utilize the Cell Jrs in future stories

Therefore, by training from that improved base power made his rise to power much more impressive. IIRC, Vegeta scolds Cell (Semi-Perfect) for not training, saying he wouldn’t be beaten if he trained rather than eating humans. We could see it like how Freeza was 120m power level with no training and just a few months made him as strong as Goku.
Before we got this chapter I always wanted a Cell Jr to return and mature with a vendetta against Gohan. A similar dynamic to Piccolo and Goku. But this is okay too
Mildly terrifying that we have a possibility of seven Cell Jrs growing up at some point into full Cells with all his power and potential. Granted that by Super a fair number of Z Warriors could deal with them if they got bad but one alone could be a major danger to Earth if they broke bad at the wrong time. 😅

What I love is when people talk about how Lapiz and Lazuli have infinite power, so they are strong because if that. My thing is yes and no, because there is the assumption that just because they are cyborgs they have no way to grow. They are partially organic too, thus they can grow in power. Which makes me circle back to howcome their infinite energy in Android saga didn't make them stronger, I like to use a pipe comparison. You see you can have a well of infinite water, however the amount of water you get is determind by the power if the pump and the size of the pipe. It makes some sense. Each of the Cell juniors were stated to be around thr same power as the original Cell, so training with/taming them over the course of over ten years should get him pretty close to Goku's level. Plus add on his infinite energy should easily compensate for the power difference.
The androids were made to be more powerful than humans and to be able to get stronger faster than average, combine that with training with a ton of cell juniors which have the same dna as cell meaning that they also are constantly getting stronger and can get zenkai boosts as well as eventually obtain a super form like cell did. I can could see him becoming one of the strongest in the series, especially since he had been training with them for what, 10 years? Those cell juniors probably dwarf the original perfect cell in his super form while they’re in their base forms

Keep in mind, strength’s never been an exact measurement that the universe operates with. Remember, even farmer with a gun had like a power level of 5 or something stupid. Meaning it’s always been partially a measure capable of Inexact threat assessment. When the Z fighters have their sudden jumps in power, it’s framed as hiding power level-and there’s some truth to that. But you can say Goku’s not hiding anything when he’s not in any super saiyan modes or kaio ken. He’s just not using them. Meaning he’s not actively displaying techniques or abilities that would change the relative threat assessments. Power is always the translation and it’s not inaccurate but it’s never strictly been about raw strength. Rather about the applications of that strength and an opponent’s understanding of it. 17’s a literal machine. 10 years of constant practice without a need to sleep gives you a LOT of time and a LOT of precision to develop and hone all kinds of fighting micro adjustments that probably make him a nightmare to deal with.
I mean, if those cell juniors are made with the same DNA as cell himself then their potential would be insane. Part gohan part piccolo part goku and vegeta and part frieza. Hopefully some piece of cell max didn't survive to go absorb them and become max perfect or something crazy.

In the manga 17 fights ssj 3 goku which is cool. But in the anime I always took it as since ssj blue is all about ki control. You can raise and lower it very freely.

I also like what was implied by I think Toriyama, or maybe just a producer, that since 17 is an artificial human, he still has the limitless potential growth that a human does and just uses his infite energy reserves to keep training endlessly
What I love is when people talk about how Lapiz and Lazuli have infinite power, so they are strong because if that. My thing is yes and no, because there is the assumption that just because they are cyborgs they have no way to grow. They are partially organic too, thus they can grow in power. Which makes me circle back to howcome their infinite energy in Android saga didn't make them stronger, I like to use a pipe comparison. You see you can have a well of infinite water, however the amount of water you get is determind by the power if the pump and the size of the pipe. He gets stronger, the bigger the pipe and pump so more of his infinate energy he can use.

It makes some sense. Each of the Cell juniors were stated to be around thr same power as the original Cell, so training with/taming them over the course of over ten years should get him pretty close to Goku's level. Plus add on his infinite energy should easily compensate for the power difference.

The androids were made to be more powerful than humans and to be able to get stronger faster than average, combine that with training with a ton of cell juniors which have the same dna as cell meaning that they also are constantly getting stronger and can get zenkai boosts as well as eventually obtain a super form like cell did. I can could see him becoming one of the strongest in the series, especially since he had been training with them for what, 10 years? Those cell juniors probably dwarf the original perfect cell in his super form while they’re in their base forms

Keep in mind, strength’s never been an exact measurement that the universe operates with. Remember, even farmer with a gun had like a power level of 5 or something stupid. Meaning it’s always been partially a measure capable of Inexact threat assessment. When the Z fighters have their sudden jumps in power, it’s framed as hiding power level-and there’s some truth to that.
But you can say Goku’s not hiding anything when he’s not in any super saiyan modes or kaio ken. He’s just not using them. Meaning he’s not actively displaying techniques or abilities that would change the relative threat assessments.
Power is always the translation and it’s not inaccurate but it’s never strictly been about raw strength. Rather about the applications of that strength and an opponent’s understanding of it.
17’s a literal machine. 10 years of constant practice without a need to sleep gives you a LOT of time and a LOT of precision to develop and hone all kinds of fighting micro adjustments that probably make him a nightmare to deal with.
Cell Jrs need to grow and evolve
I mean, if those cell juniors are made with the same DNA as cell himself then their potential would be insane. Part gohan part piccolo part goku and vegeta and part frieza. Hopefully some piece of cell max didn't survive to go absorb them and become max perfect or something crazy.
To be fair, they have unlimited energy. Probably he just needed to train his body to adapt and get used to higher levels of energy

In the manga 17 fights ssj 3 goku which is cool. But in the anime I always took it as since ssj blue is all about ki control. You can raise and lower it very freely.

Nope doesn't have ki. He produces artificial energy of some kind, that's different than every other fighter. It's why 17 &18 can't be sensed
