Believe it or not a lot of chain/franchised fast food restaurants like McDonald's or even Taco Bell are a lot safer to eat and their kitchens are usually cleaner. The reason being is that corporate does regular inspections throughout the month with those places before the state health inspector checks and gives the final score. Those restaurants though maligned by the media as being cheap and unhealthy, are constantly being cleaned even during operating hours. The mom and pop restaurants that advertise things like "the best barbecue in town" usually have less restrictions and only have to be cleaned for the monthly inspection which the owner will usually hastily clean up to pass and keep it dirty the rest of the days of operation.
Go to your politicians and put a law in the books stating inspection reports can and will be posted outside the restaurants in violation of health codes. Reports blocked or tampered with by owners will get a $20,000 fine and a yr in jail.
Moisture. Roaches need moisture to survive and this search for water will bring them into even the cleanest of homes. Leaky pipes and faucets are one of the most common attractants for cockroaches and is one of the main reasons you often see them in bathrooms, kitchens, and laundry rooms.
