Because it would be a bit risky creating that lane for opponent to take with a blank S. I'm sure if David was behind he'd have done it but he always had the upper hand so didn't need to take that risk.
You chose to play VIGA with the mindset that you were definitely holding the case E. If you had seen VEGA at that time, would you have played it, using the E? The score is much higher ofc.
