How does an Army officer or General be summoned to Parliament? Members of the military are not or should not be Members of Parliament. Maybe in Uganda things are done differently.
The Parliament has the legal power from the constitution to summon anyone in the executive branch/country to appear before it. Educate yourself with basic knowledge.

Uganda, like many Commonwealth countries adopted the Westminster type of government at independence in 1962 with three tiers or branches of government; The Executive, Legislative and Judiciary. Each should function independently with unfettered discretion. The Executive branch consists of the President, (who in Uganda's case is the Head of State and government) whereas in other jurisdictions, the Prime Minister is the Head of government. This was the case actually at independence when all Executive power rested with the Prime Minister as opposed to the President. This branch of government also includes Cabinet ministers and all their employees. Anyway, he (the President) is also the Head of Civil Service (all government employees I.e teachers, nurses and doctors, the Police, Prison warders and those in bureaucracy). He is also the Commander-in-chief of the Armed forces but they are not civil servants because they do not interact with the public on a day to day basis even though they are on government payroll. The Legislative branch is elected by common people known as "constituents" to become MPs. Then the Judicial Branch is to ensure that justice is upheld and that the powers the other two branches keep in line with the Constitution. I hope you now understand why I questioned their presence in Parliament; if not, it's okay. Now, maybe in Uganda, the Constitution has blurred the lines (because we have had at least 2 Constitutions in 62 years of independence) but ideally it should not be so.
