I understand it's not that detrimental, but in this modern age where we could tally votes immediately, the idea that we still have archaic practices like calling for yelling of "aye" and "nay" which is really just, "whatever the speaker wants the vote to be," is just ridiculous.

It is procedure. We have rules like that in my union. All our votes are usually done on paper. For elections of officers we updated to computer touch screen now.
What's funny is they have buttons to vote and they regularly push the voting buttons of members that aren't there today. There's a specific word for the stick they use if they don't want to get up from their desk. Nothing is done about it.
That's how voice votes are conducted, it's in the opinion of the Chair. Any member can ask for the yeas and nays.

My understanding (which literally only comes from reading other comments) is that it's not an issue at all. Just yelling is only something that works when there's a large difference in the groups. Nays, in my opinion, just yelled louder and longer. He got to decide which he thought was more. He also likely knew that they would request a more formal vote immediately after. He knew his choice didn’t matter, which is probably why he was laughing and just gave a flippant response.
Even if he was genuinely trying to be mischievous, his choice here doesn't matter because any one of them can request a formal vote. It's just a useless piece of procedure.
