Nice video Thomas. is the car road traffic congestion next to the airport function of the "internal x-plane" road traffic setting or its independent? I mean to say should it be maximized in x plane settings to get this result?

The road those cars are driving on is defined by the scenery. The amount of cars is defined by the X-Plane "Number of Cars" setting. I understood the original question to be "how do I get that many cars on my roads" :)
I think the scenery is okay. It just looks too clean and the building does not look very real 😢 But hey we still have Drezewiecki Design with the real KLGA of the present

It's the X-Plane road traffic setting. And yes, I believe that's the maximum setting he's using.
If you are refering to the traffic in 0:29 and 1:08 then it is part of the ground traffic in the scenery

Where did the 2020 come from?
LGA is being torn down and re-built (as shown in video), expected to be finished in the year 2020.
Is drewzecki ewr better than nimbus?
