I like how Rambley isn't just programmed to be happy and cheery all the time. He has his own personality. Like when he becomes less than chipper when Lloyd is around or mentioned. And here when he admits he knows how run down the park has gotten, and all he wants is for things to go back to the way they were
I think it is more-so he WAS made to be always happy and cheery, but sometime shortly before we come to the park, finally became sentient. You can see this as when he is showing other emotions his voice becomes less fragmented, and his animation gets smoother.
I’ve noticed his voice gets smoother too. The lower his voice the less it sounds like and AI voice. Most notably when he gets to the part about being confined to the entrance he starts sounding really smooth, just about a real voice

Assuming Indigo (the company who owns the park), is still around, are they going to just let us reopen the park? Especially since the player's presence at the park is legally questionable; Rambley may have decided the player is now staff, but I somehow doubt he has the authority to actually do that, ane the only reason he gets away with that is no-one else is around to tell him he can't. And then there is all the other things that need to be fixed. Remember, Rambley's reaction to the broken ride in Mollie's garage was to try to call a repairman, which sort of implies he can't fix it himself (or as he said, he needs authorization from a staff member to do). I have a suspicion that between the existence of the Rambley AI himself, the mascots being living creatures, Rambley's claimed ability to restore the park, and his statement implying that the employees stopped showing up before the guests did, that Indigo possibly was attempting to automate the park so it could run with less or no human staff. If their implementation was successful, it could also imply how Rambley intends to fix things. What if the whole park can just up and re-construct itself, Aperture Science style? (Which would make Rambley even more of an antithesis to GlaDOS than he already is..) Either way, I trust Rambley knows what he is doing and I'm all in on the idea to restore Indigo Park. And find out if maybe, just maybe, Rambley's 'magic kingdom' might still have a little magic left in it after all.
Props to Rambley’s voice actor and animators for making this character so expressive. =) I wonder what kind of character Salem would turn out to be if she was a backup AI (artificial intelligence) for the abandoned Indigo Park?

My theory is that Rambley is the only mascot without a real world version, as in one of the collectibles he notes that the staff Rambley costume was never used implying that there was never a public Rambley costume which could also mean that there was no organic Rambley as well
Rambley has the best intentions for Indigo Park, but what if there's a good reason why the staff doesn't let him execute tasks? I could see him accidently making things worse or even corrupting himself when the player lets him "fix" something.

Sorry to be the guy that maybe ruin all of this. BUT giving an AI access to mechanical contraptions, vehicles and engineering tools, or actually anything that would require any human verification is a bad idea. GLaDOS teached me very well.
