As someone who’s replaced turbos on those in the maintenance side of things. 13psi is very low for 280. Just like you said. I would say look at better intake options, rebuild your fuel pump and put the biggest pump you can in. And like you said as well, bigger injectors.

Stock fuel system minus the injectors 1200 cc siamens deka. Custom top mount manifold psrt2867 turbo. The engine has maxspeeding rods arp head studs and high cast Chinese pistons. She made 221 at 8psi with stock internal engine before and I boosted the stock internal engine before this much also.

The MAF for the 1.8 isn't made for boost higher than 15 psi
