As a person who works with the homeless in NYC this is sad to see ,because the homeless or mentally ill citizens can't even get this type of help. I have encountered people who've been in the system for years.

Bear in mind that they're housing many of these men in school gymnasiums.
The homeless shelters themselves already suffer from horrific violence and crime when the doors are locked each night, from what I've heard from multiple NYC homeless who've chosen the streets to avoid all that. They also told me that the security/staff running the shelters let gang members and other criminals in among the homeless in those shelters, if I remember correctly.

I stopped and asked this homeless man in my neighborhood if he wanted to go to a shelter because it was winter and very cold. He said Ms. Thank you for asking but I'm safer in the streets.
