He's an excellent guitarist- was watching a vid of him in Uncle Tupelo and it stood out in one song, how good he already was. He has quite a collection of guitars too.

It could be taken that way, but it's a saying. You've never heard the expression, 'A Shot In The Arm', i.e. needing a kickstart, a positive uplifting experience to encourage someone along.
I feel like if Jeff wasn't so painfully introverted and somewhat awkward, there would be less heckling. There's a lot of heckling at Tweedy/Wilco shows.
