I'm afraid that doesn't seem to be a correct way of discharging yourself of the static electricity, as the alligator HAS to be connected to a neutral ground first, and not on to the case, because, in case of a short it will fry other components since the excess voltage or the static electricity from your body will have nowhere to go, so instead, just press "OFF" button on the PSU, and then HOLD the power button for a couple of seconds to drain capacitors, while the power cord is still in the PSU, and then, you can safely attach the alligator clip onto the case.
