      But getting onto the point you made, yes it is a real thing that is happening, I have been worryingly close myself to ending it all due to different factors, one of which being this corrupt fraudulent tyrannical system that appears to never ever run out of juice when it comes to extracting as much from you as possible and not giving a shit about you in the slightest.

    I am MANY YEARS into fighting this BS and I have done this process of interacting with the courts DIRECTLY face-to-face on many occasions also. When you get in there, the councils have tables set up in a row OUTSIDE the court room which is to frighten you into agreeing to PAY them BEFORE you can even go into see a so called Judge. I ALWAYS say NO thanks, I will go in and see the Judge, because who the F are you. Anyway, you are quickly then MOVED from your original timeslot, e.g. 10am right along the timeline as being the VERY LAST person to be seen, with them stating vigorously and ANGRILY I hasten to add, that the Judge cannot see you until 5-5.30pm, hoping that you will get fed up and PAY or walk out and they find AGAINST YOU IN YOUR ABSENCE. Each time, once it got to the 5-5.30pm deadline, low and behold the Judge has to LEAVE and so they cannot see you today anymore after all. I have various letters from the courts somewhere in my house, stating that the COURTS have NO PART in the issuing of ANY Council Tax Summons nor do they have ANY part in the issuance of Liability Orders and that the COURTS ROOMS are merely HIRED by the COUNCILS for the DAY, hence an ACCOUNT NUMBER on the SUMMONS and NOT A CASE/CLAIM NUMBER.

      @@toucheturtle3840 YEP Exactly.. I have NEVER PAID a single Council Tax Bill in my life. I still get the threatening letters and the not so Liability Orders through the door stating that they found against me in my absence. Have even had a number of BailPigs turn up knocking over the years, but I am just holding the line hoping that ENOUGH of us WAKE THE HELL UP to their FRAUDS, and help those of us ALREADY, refusing to participate, COLLAPSE their EVIL SYSTEM.

    If Councils are acting unlawfully by issuing bogus Attachment of Earnings Orders then surely they are guilty of obtaining property by deception, contrary to section 15 of the Theft Act 1968? A simple test case could solve this problem.

    I will be a guinea pig regarding council tax. I wrote to my council and asked for a FOI request about what they actually spent the tax on,this was two weeks ago, I will call them very soon,to see why they haven't wrote back as yet. I followed all advice , so I'm sure I am following the right protocols

      I've emailed my council with long screeds, about getting discounts on my bill, various valid reasons why i shouldn't pay the full amount, but all to no avail, they never reply back, still end up getting final reminder letters through the post & threating court action if not paid in 21 days.

I still on the fence as I haven't decided what to do with them. Some people say "just ignore it" other as in "Won't pay Don't pay" by Scott Sovereign said challenge them. What would be your advice?     In 2016 I owned a Ford Transit van (white van man lol, I'm self employed). It was a good van, only 6 years old with no large issues. I decided to be pro-active before the MOT was due (January of the following year) and undertake a few minor to medium repairs. The Road Tax was also due on November 1st so in mid-October I took the van off the road and began to have a look round it. I declared SORN for the vehicle in advance of the expiry of the current tax disc - 31st October. I got the repairs done towards the end of November but with Christmas around the corner, not a ton of work on at that time of year, the cost of a new tax disc and other moderate financial issues I decided to leave the van off-road for the remainder of the year and look at submitting it for MOT and taxing it in the New Year. Throughout this time I had the vehicle parked on the forecourt of my workplace on land which is clearly and obviously private and no part of the public highway.
    In a letter dated December 16th, which I received a couple of days later, from DVLA at Swansea, I was told that I had used the vehicle on a public road on November 18th at 10.30 am, contrary to my SORN declaration and without a current tax disc. I was invited to send them a payment of £124, an out-of-court settlement for the 'offence' I had committed. All this was incorrect and untrue. On 18th November, the date and time in question, the van was on my private land with its front end in the air, on axle stands and both front wheels were off ! At no time had I used that vehicle on the road (or anywhere else) since mid October and definitely not while it was untaxed. It would be foolish to do so these days, what with cameras everywhere and the likelihood of confiscation if discovered doing so. I was invited to make the payment no later than December 24th (Christmas Eve !) and failure to do so would result in a summons to court whereupon I would likely be fined a much greater amount (maximum £1000 contrary to sub-section, blah, blah)
    I was incensed to be honest. This was blatant bullying. Incompetence at best, tyranny in harsher terms. I took the time to type a letter of reply, printed it and put it in an envelope (plus a stamp) and posted them my rebuttal, explaining the position. I also asked them what evidence they had for this alleged offence and who was their witness.
    I mid January I received a second letter from DVLA. The opening lines referenced their first letter of December 16th and went on to acknowledge they had received my reply. The letter then continued as before. On November 18th at 10.30 am, blah, blah, sub-section blah, blah ........ I had committed an offence. I was then invited to send them a payment of £148 - otherwise I would be summonsed to court.
    Hold on a minute, they said I would be in court if I didn't send them £124 by Christmas Eve and now they have increased that demand and failed to answer my explanation, primarily by failing to include their evidence or mention any witness. I decided at this point that further wastage of my time with another reply was not going to happen and whilst I didn't want a summons to court, it would be something I would have to deal with if that occurred. Let's see them in court and see what witness they produce, if that's what has to be done.
    I never heard another thing about it. No court summons, no further letter, and no 'fine' paid by me. I submitted the van for MOT in the first week of January, it passed and I immediately taxed the van (online) for 12 months, backdating to January 1st. I still have the van today.
    They were just trying it on, via a database they will have of vehicles that don't renew the tax. They thought I would panic and roll over and pay. Essentially they would frighten me into pleading guilty of sorts for an offence I hadn't committed.

      Whilst it is sometimes the case that motoring fines fizzle out if ignored, they often don't, and I speak from experience. I was gatso'd once many years ago and decided to ignore it. Sure enough, the speeding penalty notice letters eventually dried up and I thought result! No, it wasn't, they have another trick up their sleeve, they suspend you driving licence! However, I was never made aware of this, until I was nabbed by cop car with an anpr camera, which flagged me up as an unlicensed driver. On the spot they towed my car and ticketed me for driving without a valid licence and reported me for an unpaid speeding fine. Long story short, I had to get a friend to get my car out of the pound, £150, go to court for the speeding offence, £250, plus costs, and 3 points, and etc my licence reinstated, that was £25 I think. It was a proper fcuk up! No amount of legal chicanery was going to get me out of that one, because they would never have reinstated my licence until I conceded to their racket by paying up and taking the points. A business friend of mine once told me always registered his cars to a PO box address so that he would never receive any fine or offence notices, that did work for a while, but now they just flag the car reg up for the anpr cams to do their dirty work and the cops eventually stop you and tow the vehicle.

    Move to Bulgaria people! My house cost £7k and my 'council tax' amounts to about £15/year. One time I didn't pay it for three years and they didn't even chase it up. Does your house have a huge garden and a beautiful stone barn? Mine does.

      @@davidcoleman6032 I don't speak much Bulgarian, unfortunately. I tend to use shops where there is an English speaker, or you can use a phone for translation. Even I've picked up a few basic phrases. I'm aware I should have learned Bulgarian by now, but hey.

      @@davidgavin7280 It depends exactly where you look. Near the coast is more expensive, as are the villages very close to cities.
      Where I am you can buy a house in need of modernisation for as little as £4k. A friend of mine just bought a house that needed some work for £16k, but it will be beautiful when it's finished.
      A few years ago I bought the house next door to mine for £5k.
      All of these examples are detached houses with barns and (by UK standards) huge gardens. They usually need a modern bathroom and kitchen fitted to bring them up to standard.

    Maidstone Council, handed a parking ticket 'debt' to a private contractor, who charged me £900. I had run over the ticket by 2 minutes and the original fine was £30. They clamped my car on my driveway, in front of my children and were very threatening. They said unless the fine was paid within 2 hours they would tow my car away, including my possessions and sell it. I am a Chartered Engineer who has never committed a crime and was treated like scum.

      Get a grinder too it and throw it in the bin or give them it back in pieces. The V5 logbook isn’t proof of ownership anyway so technically it would be theft on their part if they took the car because it’s owned by the DVLA not you 👌🏻

      Once the council have bulked their orders to the magistrates, they merely rubber stamp the ability to recover the debt legally.
      So no the council don’t give out the ccj the court does because you have not paid. You don’t expect a council to take you to the small claims court to get their debt because it’s already written into law that you have to pay.

    What is so scary is the risk of the employer deciding you are a troublesome employee and not worth continuing with your employment!!
    Then you might find the quality of your work being questioned by your employer!!
    Then you risk the employer not giving you a reasonable reference if you decide to find alternative employment!!

    How they find out where you work is through the HMRC spot on! Every employer/employee has a unique tax ref number. so its given to them by another part of the same corrupt system.

Im not paying my council tax from now on ive decided i need to be a man and stand up to the tyranny and now im more educated i am more in control and less scared, i still need to learn more and bit by bit i will do, we need everyone to be educated and this will be a better place for all

      Apart from people in old peopl's home, vulnerable young people, people in care, the disabled, children in some schools etc. All of these services are paid for by tax, specifically council tax.

    Richard, with subjects like this, could you ask your interviewee if they stopped paying council tax and what their experience was. I think that would be useful to know.

      I haven’t paid it willingly since 2009. You’ll get council reminders for 3 months. Then they send you to bailiffs. If you don’t communicate with bailiffs eventually they will send it back to the council . But once it’s gone to the bailiffs the council won’t bother you again for that bill at all . Until the process starts again the year after that is

Don’t get me wrong they used to try their best by emailing, sending letters and the odd visit, but they can’t force entry even when they threaten that they can. I’ve been told since 2013 they they are attending to force entry to take my goods to sell at auction but they can’t break in.

    They do the exact SAME thing with your State Benefits as well, which is also totally ILLEGAL. The legislation concerning the need to rely upon State Benefit makes it CLEAR that the AMOUNT that you are receiving is viewed by the Government and Legislators as being the LEAST that you can live on to survive. This then means that ANY amount DEDUCTED for Council Tax renders you BELOW the amount that Legislation and the State say that you need to SURVIVE. Therefore borough Councils are DELIBERATELY and BLATANTLY breaking the law by placing people into PERPETUAL POVERTY by IGNORING this fact. This is in addition to the MECHANISM as to HOW Council Tax is ORDERED from the people in the first place being ILLEGAL in itself.

    What a system we exist in eh?! It's not about right or wrong it's about winning or losing! If 'they' think they can get away with things they do it! There are people sitting in jail who should not be there, people paying fee's & fines that they needn't.....the more I find out about this lousy system the more I hate it!
    We seriously need to bring these systems back to heal - I regret not paying attention for so long as given a free reign these buggars WILL take the piss! 😠

    Thankyou gentlemen. A very informative interview. Here in Scotland if you default or don't pay your council tax it affects your eligibility to rent privately. The letting agents actually check if you are up to date with your payments and if you are in arrears. Surely, this is a breach of your privacy.

    The only way of finding out where you work is by the councils asking you or you walk in covered in a company's logo...they also require your n i number, you are not obliged to give neither !

      The N.I. number is easy to find , as are most things about anybody . Our Dept. relies on all Gov't .Depts . N.I takes about 15 minutes .

    on a more lighhearted note went to a butchers on wednesday and as I was entering the shop i noticed they had a sticker in the window saying contactless or googlepayments only no cash.
    I turned round to my mum who I had taken out for a coffee and loudly stated so everyone could hear. im not interested in checking this butchers out because they dont accept cash and walked out.

Now i have been noticing that their is an anti cash movement taking place using the anti immigrant movement as a smokescreen undermining and undercutting british businesses by only taking payment in cash and not paying taxes etc aswell well as all the usual strawman arguments about slave labour fraud etc.

    One of the things to include in any case to charge the council for crime is to include Fraud. You will find the laws that guide fraud can be found in a crimes act, and also because councils are registered business's you can also use other laws which govern the means to which a contract is formed.

    I once had dealing with the council tax office . Had a bad accident three year recovery no income refused PIP because I could dress alone shower on crutches cook on crutches shop with a backpack on my front on crutches. They wouldn't enter into negotiation they wanted full payment . The system wants you bankrupt and sending the bailiffs in . There is no safety net the government will not help you all they want is your money that's it council fail to provide services but happy to take your money for nothing in return

    I have written down the relevant legislation and am gonna show this and I've learned quite a bit to corroborate what the law says but people I talk about it are very sceptical. And my agency won't let me not pay. But I explained me and te council ain't in a contract I haven't agreed to what I'm paying but they just think it's all above board.

    Discussing real case scenarios would be helpful. Most people don't want to risk loss of employment or being reported to the so called official bodies that are scammers themselves, such as for nurses or health care professionals.These medical official bodies can kick you off the register for being a "criminal". They want to control you and scare you. And yes they make a lot of money out of the fees paid annually when the NHS is on its knees and they work overtime without getting paid.

    I know a couple who ran a rest home. This is going back a long while ( I cant remember when)but the business went bust in a recession, and they didn't pay their outstanding council tax or business tax. Any way I met them now 12 years ago, so I know how the story ended. There must have been a court case with the individual being liable for the sum owed to the council. The sum was probably not even that much. Unfortunately, the individual owned his owned his own house in Kent. At this point the recovery of the debt was taken up by this debt recovery company or solicitors. The Debt recovery company or solicitors were skillful and devious.....they knew how much my acquaintances house was worth and dragged out the proceedings for years, all the while building up fees and interest. In the end a settlement was negotiated with the sale of my acquaintances house with all or the vast majority of the sale proceeds being lost. The lesson I took away was how sneaky and cynical these operatives are and to be very careful when dealing with them.

    About 7 or 8 years ago, I received my bi-annual water bill from my provider - United Utilities Ltd, for six months water and sewage costs. I live alone, am not a large consumer of anything and voluntarily had a water meter fitted in 2002, deeming it to be less expensive than the ever-rising costs that were based upon the rateable value of my home. I was correct. The annual cost dropped to around £200 instead of the almost £400 that the previous charges were steadily climbing towards. So a typical six-month bill would be in the order of £100.
    On this particular April I received the six-monthly bill and was horrified to discover I was being charged over £400. I immediately looked over the components that made up this cost. Apart from the Standing Charges (two - water and sewage|) and the 'Rainfall' component (that's right, you get charged because it rains on your property - check your bills) it became obvious that the bulk of the charge was for water that had passed through my water meter - 98 cubic metres (1 cubic metre = 220 gallons). The previous reading was quoted. I checked my previous bill and this was the correct figure. The current figure quoted was indeed 98 cubic metres more. Off I went to read my water meter (under the stairway) only to discover via the reading that I had only used 21 cubic metres. So they were attempting to charge me for an extra 77 cubic metres of water and given that for every drop of water that passes through your water meter is charged twice (water volume charge plus sewage volume charge) it amounts to almost £4 per cu m. An extra £300 or thereabouts.
    It must have been an estimated reading you might think, but here's the problem. On water bills issued by UU Ltd there is a code letter beside any figure quoted with respect of meter readings. A letter A = Actual reading (where they have attended and physically read your meter). A letter C = Customer reading (where you have supplied them with a reading yourself. A letter E = Estimated reading. Beside the quoted figure was a letter A. This implies they have attended your address and physically read the meter. I knew they had not done so and in any case, why does my water meter show 77 cubic metres less usage?
    I got on the phone. A young lady answered and began dealing with it. I heard her tapping away on her computah and she then confirmed that Yes, my current reading was indeed 98 cubic meters greater than the previous bill. But it's not. I have just read the meter and it reads (figure given) which is only 21 cubic metres more than last time. Also, the bill states 'A' beside the reading which implies it has Actually been read by yourselves and yet I know this has not been the case. She did all she could to rebut that:
    Your wife must have let them in to read the water meter? I'm not married.
    Your girlfriend must have let them in? I don't currently have a g/f. If I did she wouldn't have a key ! (joke).
    Your children must have let them in? I don't have any kids living here.
    Someone else who has access to the property? Nobody else has access to the property. There's only me living here and only I have a key. And in any case, why would any of these people you have implied not informed me of a visit by the Water Board and a meter read?
    Maybe they just forgot to do so? THERE IS NOBODY ELSE WITH ACCESS TO THIS PROPERTY WHEN I AM NOT PRESENT !
    More importantly Melanie (or Melissa, I forget her exact name), why would my water meter now read 77 cubic metres LESS than the amount quoted on this bill? The meter isn't running backwards is it? Silence.
    I said - Look Melanie, I know this isn't your doing, you can only go off the information in front of you, but there is a serious error here. I have just read the water meter (yes just 10 minutes ago) and this is the figure I have read (77 cu metres less). I have calculated I have used just 21 cubic metres since the last reading and given the rate for water usage and sewage usage, I have calculated (to the penny) how much this should cost and added to the standing charges and the rainfall cost, I don't owe over £400. I knew the actual amount I did owe and it was around £92 but at this stage didn't quote this.
    She replied - Ooh, you know more about than I do (giggle) and your Math sounds good (yeah I have a Maths O level since 1979), let me have another look and calculate it for you. Tappety-tap on the computer. Oh look, she says, you're actually £96 IN CREDIT.
    At this stage I went dumbass. Am I really, well I never? Yes she says, I will issue you a new bill which will be a credit note. I'm sorry about all this. Is there anything else I can help you with?
    No thanks Melanie, you've been brilliant and it's a big weight off my mind. Yes, you too, have a nice day. Thanks again.
    I actually paid no water bill for 6 months although by the time another reading was submitted (by me six months later), the readings ironed themselves out and I did end up paying the £92 I should have paid, which still left me £4 in credit against any further consumption.
    It wasn't Meanie's fault but Utd Utilities made a serious error (in their favour) with the expectation I would just pay.

      Ya just replied with a registered rebuttal letter and target the name that signed the letter. In my reply advised him that I am a man. Because I told them I am a man means they have no jurisdiction so I attached the received letter to the back of my registered unsigned letter. They have never come back to me as I won't entertain them any more. Just lose the fear they are just corporations their to rip you off. Love and light

    yes this is how they have tried to do it with mysself. I signed under duress and I am waiting... they havent come to collect in over a year from the last employer and i am waiting to pull them up on it and take that liability order back to court and give me my Trial by Jury and Right of Settlement. Until then, I have now just dropped out of the "employment" game and earning a way to provide as an independent builder by contract
