I have a question, is it mandatory for any autonomous body under Ministries/departments to process all procurement only through E-procurement? in regard to GFR rule no. 160 as the word autonomous has not been mentioned in the rule and only been stated in the Rule number 159 that mandates E-publishing. ???????
