But isn't it at the equilibrium position where velocity is maximum and at that position sine is zero?

Dan Loma Phi is the phase constant and it is just there so that you can take your 0 point at any time on the graph.

Try plotting the function and changing the phase constant. You'll see the sine wave "walk" left and right as you change the phase.
