Isaiah has perhaps three authors (or more)-the original Isaiah text (chapters 1-39), Deutero-Isaiah (chapters 40-55) written during/after the Exile, and Trito-Isaiah (chapters 56-66) written definitely after the return from Exile. Isaiah 45:1 is comfortably within Deutero-Isaiah, so it’s quite likely that the prophecy was fulfilled before it was made (if you understand my meaning).
