Combine Documents in a PDF with clickable TOC

The word's TOC is clickable, but after converting into pdf, the TOC in pdf is not clickable. what's wrong with it?

doesn't work with me...when click the option "best for printing" there is no clickable TOC and when I try the option "best for electronic distribution" I get notified my file is too big (exceeds 40mb), any way I can solve this?
