- Sussex Police are under fire after footage emerged of a Police Community Support Officer appearing to refuse to attend an alleged assault at a Co-op store just 200 yards away, telling a member of the public who approached him for help: “But then I'll have to deal with it”.
TalkTV’s Ian Collins is joined by former police officer Norman Brennan who says the video is “appalling”.
Norman says: “This makes it look like police officers just don’t care!”

The plonkhead cops sent 5 officers to arrest the woman who was praying silently on the opposite side of the street from an abortion clinic.....they are utterly unfit for purpose.

I had the same problem with police last month when I called the police. I had 3 big guys trespassing on my property taking drugs and they told me they couldn't attend unless the try and break in. I'm disabled and told them I didn't feel safe and got told to lock myself in my bathroom if they broke in and then I could call them back. Total disgrace.
That's absolutely disgusting! Make a complaint... a huge one. I'd say, even contact the media, I'm sure they'd run your story.

I was a PSCO for 12 years and have a wonderful and rewarding time. Yes, the job was to interact and talk (not fight) with the public, call the Police if required - sacking offence if you don't call - and be a professional witness. Eyes and Ears was the usual description. Force multiplier in military terms. But liability issues meant any physical involvement would be under "personal liability" and strictly against orders. If it went wrong you would "on your own" - and they were scared they might get sued! I worked with ethnic minorities who could pass Police exams and people much too old to be Police - and it worked very well in the role of talking and defusing situations that the Police struggled with.

@@robbailie5878My 12 years was great, and I though (used properly) worked well. Not Police - eyes and ears, freeing Police to more needed roles. We had many people, ethnic minorities and elderly who interacted with the public far better than the Police - which was the idea. (We were also replacements for the Traffic Wardens). We would liked to have done more - but the liability issues were never sorted out in my time. A Post 911 band aid indeed - but was a good idea - but slowly forced more and more into a "Police" role in my final years - that did not work. Then they sacked me for speaking up too much!
PCSOs are a waste of money, they should enlist more Special Constables who do actually have the powers of arrest and have training to deal with situations like this. I was a special constable for eight years and was a more useful addition to the force instead of PCSOs. We have two female PCSOs where I live and they are completely useless, they can't deal with the anti social behaviour, minor crimes, theft, burglaries etc, its a complete waste of tax payers money.....a few weeks ago they were being verbally abused by some teenagers and just burst out crying, its ridiculous. If I hadn't have stepped in to help they would have been in serious trouble.

I personally experienced the exact same thing in London.
Local kids smashed in my windows and ran off, only one of them cut himself doing it and we found him because an ambulance turned up.
We saw a police car, dashed over and tried to get them to arrest the kid. They were eating big macs and checking their mobiles, and they flatly REFUSED to arrest the kid.
Eventually we gave up and called 999 and they said they would send someone right over.
Nobody showed up.
Nobody called at my house
Nobody ever called me back
Not a damn thing was ever done.
Eventually I found out that the incident was logged and then immediately closed.
Meanwhile people are getting arrested for mean tweets.
Seems like a vicious circle cops lose interest in doing their jobs properly as the crims get a slap on the wrist and told dont do it again but in the mean time crime gets out of hand as seen as normal
I got robbed and assaulted and police did nothing didnt even come to get a statement from me even tho I new the person that did it so I took law into my own hands then they arrested me what's point of the police
@@MrKbassett17I was robbed in broad daylight, the police turned up instantly they took all of the details and saw to my injuries. The perpetrator was apprehended in another county later that day as he and his accomplices had been tracked via ANPR the whole way back from where they would have been caught on cctv my end.
HOWEVER I went and did a police lineup and picked the guy straight out but since then they have not been in contact but I am hopeful this will be dealt with correctly and get to court.

• Enforce cordon areas under section 36 of the Terrorism Act 2000
• Stop and search of vehicles and items carried by persons in authorization areas in the company of a constable (sections 44 and 45 of the Terrorism Act 2000)
• Enforce local by-laws
• Deal with begging under section 3 & 4 of the Vagrancy Act 1824
• Direct traffic for offences other than escorting an abnormal load
• Remove children in contravention of curfew notices to their place of residence under subsections 15(1)1 (2) and (3) of the Crime and Disorder Act 1998
• Disperse groups and remove persons under 16 to their place of residence under Section 30 of the Anti-social Behaviour Act 2003.
PCSOs also have the power to require a person’s name and address in the following circumstances:
• Reasonable belief of a relevant offence
• Relevant fixed penalty notice
• Offence involving injury, alarm or distress
• Offence involving loss or damage to property
• Road traffic offence whereby a pedestrian fails to follow the directions of a PCSO
• Reasonable belief that a person is acting in an antisocial manner
Power to detain
A PCSO has the power to detain a person for a period of up to 30 minutes, pending the arrival of a police constable, or require the person to accompany them to a police station if the following offence is committed:
Failure to comply with a request to give name and address or gives a false or inaccurate name and address.
A PCSO may also issue local authority fixed penalty notices for:
• Dog fouling
• Litter
• Graffiti/fly posting
• Cycling on a footpath
• Disorder
•In addition, Traffic PCSO'S also have all the powers of a Traffic Warden in relation to enforcing parking contraventions.

They should report it. But getting "physically" involved could indeed get them sacked. PSCO are not Police - and the Police authorities are scared of the liability issues. PSCO that ignore the order not to get involved do so under "personal liability" so if it goes wrong the Police can disown them or even sack them.

I have no idea what you are banging on about with orders and personal liability. That may be a thing local to whatever force you worked for but that is not a national thing in legislation. Plenty of PCSOs get involved in conflict - in fact I have seen them aiding with kicking down doors for house arrests... Any person PCSO or none-police is justified legally in using force to assist a constable in effecting an arrest, or, for arresting a person committing or having just committed an inditable offence that is likely to escape arrest if that person does not use that force!
If the police refuse to attend a crime, then it is only just & proper that citizens step in to deal with things. With no fear of arrest themselves or prosecution. That would cetainly also sort out once & for all Just Spot Oil protesters blocking roads & disrupting events. I also object to paying for the police & getting nothing for my money.

It isn't. There's no legislation in existence which mandates that a PCSO or Police Officer must attend an incident. Police Services will have their own regulations and disciplinary policies regarding the attendance of incidents. But there is no national legislation on the matter. So Police Officers or PCSOs failing to attend an incident is not a criminal offence.

At the very least he could have taken the word of the driver at face value, driven his little Noddy car around the corner and made a judgement. If his powers under the law or his ability as an individual weren't enough to resolve the situation he would be ideally placed to radio in for back up. Unless of course the rest of the force were dancing with obese black women at Carnival or holding onto the leash of their gimp at Pride.

I was attacked whilst at work (dumping collection for a local council)
10+ punches thrown at me, massive lump on my head, concussion and bruising on the face.
I gave them the address the man walked out of, his number plate, the make and model of the vehicle and a description of the identifying “love my children”tattoo down his arm.
Didn’t even bother to send anyone out, had to go to the station to make my statement.
Aaaaaaaand that’s the last I heard of it 👌 this video sums up our entire country’s policing efforts 🤦♂️

Depends what it the supposed crime is. You are referring to a Citizen's Arrest, which must be an indictable offence. If you happen to accidentally hurt the perp, then unfortunately these days you will be in trouble. That is why lots of people don't get involved, as they end up in bother, even though they thought they were doing the right thing.
@@stuartb4525 As a Met PCSO our "any persons" powers were suspended by a standing order. If we did get physically involved (and we often did) it was under "personal liability" and the Police could disown us for disobeying a standing order.
@@HankD13 This wasn't the MET, This was Surrey Constabulary, each force area have different rules for PCSOs as in powers. Some can carry handcuffs because the Chief says you can. Other Chiefs don't grant that power.
They can still attend a ' crime ' in progress, watch and report if required for real police to attend, this PCSO referred to in the video wasn't even prepared to do that. The least he could of done was a drive past, as most people will assume the police car contained a police person, that might of been the answer.

If you haven't realised since PCSOs aren't volunteers, unfortunately these useless officers are salaried, albeit at only 60% of that of a full scale PC pay. Special constables are the volunteers and they actually have full police powers.

Here in Hampshire, The Police refuse to attend an ongoing issue with anti-social behaviour but they are often seen in the garage forecourt literally 200m away drinking coffee!!
Yes, I been let down in this way. I had neighbourhood drug dealers selling outside of my property, their kids physically assaulted me, my kids and my dog broke my house windows and damaged my car. The police told me there was nothing they could do without evidence, even though one of the buggers admitted it and said he did it because, and I quote "He is a pedo."
They all like to use that now. It gives them a free for all

We Needed police and got CCTV footage. They came a week later and told us that they couldn’t take the footage we had to do it online LOL
The fact is PCSO's are not Police officer's. Why forces are allowing PCSO's to drive Police cars I'll never understand. PCSO's were designed to cover jobs that did not need a warranted officer, ie carrying out crime scene security, giving crime prevention advice in neighbourhoods, providing a visible presence outside a school. They do have a power to detain, also numerous other powers but PCSO's are generally lazy. I have experience of PCSO's in West Midlands Police who have refused to provide a statement for a crime they've witnessed, they have refused to walk on patrol to a point it was Police officers walking and the PCSO's driving around in the marked police cars. WMP now place PCSO's in domestic violence teams, back office jobs etc etc all of which is contrary to their original deployment plan under David Blunkett the then Home Secretary.
I am glad this incident has come to light, but this is happening across the country. PCSO's are just wanna be cops, who dont want any responsibility or accountability.
Ditto for West Mercia and Warwickshire, the worrying thing is that after all these years they general public still often think they are talking to a police officer .

I’ve witnessed the Same, Weak Scared Police being abused by youths in Birmingham in a shopping centre full of Shoppers then the Police driving off whist being insulted, I did complain stating if the Police are seen to be scared and run away from these thugs what are the Citizens supposed to think 😞

PSCOs are not Police. Civilians, with no powers of arrest and under strict order not to get physically involved with members of the public. Eyes and ears. Legal liability issues mean the authorities are scared of getting sued if it went wrong. If a PCOS does get involved, it would be their own "personal liability" (unlike Police) and it would be against orders and the Police can then disown them to avoid liability - no training or equipment(ie cuffs) provided to PSCO that Police get.

A PCSO can use reasonable force to arrest or detain a suspected offender. PCSOs in theory can all use handcuffs to detain using their own detention powers or arrest using 'any person' powers when on duty
It depends entirely on which Police Service the PCSO serves in. The former police officer was not entirely accurate in his statement. What powers a PCSO has and what they can and can't do varies significantly across the various Police Services of the UK. PCSOs serving in Sussex Police DO NOT have any arrest powers. They DO NOT carry handcuffs, and they DO NOT carry a baton or CS Spray. They only have the power and ability to politely/nicely detain someone for a maximum of 30 minutes while they wait for a Police Officer to attend.
As a Met PCSO we had a standing order: "Under NO circumstances must a PSCO become physically involved with members of the public, even to come to the aid of Police Officer" - it was a liability issues - and the Met was scared of getting sued. If we were injured, or injured someone, the lack of training or PPE equipment (NO CUFFS) it would be under "personal liability" and leave the Met open to being sued. As a PSCO you knew if any thing went wrong, you would be "out on your own" and had disobeyed a very clear and direct standing order.

My experience with PCSO's is they are rarely of the Character where they can cope with inflamed situations. the community would be better served if the pcso fund was funnelled into the police force Allowing more fully operational officers. it is also about time that police officers were allowed to do their Jobs without their hands being tied to politically correct woke quotas and imagined crimes. and when they do their jobs they must be backed up by a strong legal system, when governments can't get the basics right everything else collapses around it.

like the PCSO said its not his job . each police constabulary has its own policies and procedures in England. They come out in force for auditors and people filming in public if anyones seen auditing videos
If it is "not his job" then why is he getting paid?
Perhaps if the person had reported that somebody had said something transphobic the PCSO would have intervened, and probably called for support in force like they for gor "auditors"
Cops would rather clean up the mess afterwards than put themselves at even the slightest risk by getting involved.
Had my house bricked 3 weeks in a row, told it wasn't a crime and been ignored since
I once pulled a suicide victim out of a garage filled with car fumes, lifted him over his car and placed him on the grassed area by the garages to try CPR but I could tell he had passed away, went to my mother's and phone for the police and ambulance on return to the scene the services were there so I asked the police officer if they wanted a statement as I had moved the body and the reply was " don't bother, it'll be alright".

Yes i was beat up by 3 women and they wasn't even arrested, shocking 🤯
I was mugged by 4 polish lads and had my phone stolen out of my hand in Doncaster town center.
There were two police cars directly infront of me. I ran over to the car, and told them.
I was told to ‘go away or they would arrest me’
I instantly went to the police car behind and told them. They also told me to ‘go away or they would arrest me’
The muggers simply walked up the street.
Witnesses told me they saw tbe whole thing and couldn’t believe it.
I no longer go to Doncaster town center it is completely unsafe.
Police are there for decoration only

PSCO's are not Police. Civilians with very limited powers - they should call it in, that is indeed their job - but are under orders not to get physically involved. Not because they don't want to, but it is a liability issue. No training or ppe equipment like Police - so if it went wrong - the Police Authority could be liable. So they issue a clear order, not to get involved, so they can then disown anybody to takes the risk to do so - under "personal liability" and risk getting sacked.
@@HankD13 They have powers of arrest and he could at the very least have driven round, investigated the situation and requested backup even if he felt he wouldn't be able to deal with it alone.
@@trolleriffic As a Met PCSO we did not have any power or arrest - quite the opposite. I often got involved with things I should not have - risking "personal liability" issues. Yes, they must call it in - may even have heard it being called in (their radios should pick it up). Personally would have gone around, since I know that usually turning up is enough to see them off - but it was stressed that that was NOT our job - not police officers, not trained, nor equipped to get "involved" with, or lay hands on, members of the public - report it, yes indeed.

The cop would be there in a jiffy while also asking for additional backup on the way.
It didn't involve hurty words towards the protected groups, or legally photographing a station... so not that serious an incident, presumably.
They wouldn't attend an assault but could send 6 officers to intimidate someone who'd re-tweeted a meme about the rainbow people. Absolutely mental. They wonder why theyre despised and no one helps them 🤦

Norman was absolutely correct most PCSOs would have dealt with this member of the public’s concerns about the ongoing incident the officer in the police car needs retraining or sacking as he is not fit for purpose as an ex PCSO with 14 years service I’m disgusted at how the officer responded to the request of a member of the public and as the saying goes Wouldn’t have happened on my watch
