I think it's being put there for consistency and also the fact that some people will still ask if there's something new as if the pattern would change somehow or they genuinely didn't know that Fighters Pass Characters don't have one.
Maybe once the Fighters Pass is over, they'll get the voice actors to come back and record some new lines for the game once they know there's no more work to be done for the game

Bro if Kazuya can get a different Announcer for when he Wins then Id really would love to see Helen from TF2 say *"Heavy"* Wins or *"Red Team Wins"* and *"Blue Team Wins"* if we to ever get Heavy in Smash sometime in the future heck the TF2 Stage could also replace the Smash Announcer with Helen just for that Stage Specifically with the *"3 2 1 Go!"* but she'd be saying *"3 2 1 Begin!"* or *"3 2 1 Time to fight!"* instead along with the *"Player 1 - 8 Defeated"* and *"Game!"* and if a Sudden Death happens while on the TF2 Stage she could say *"Fight to the death!"* while a *"Restock!"* could be her saying *"Lets even this out... Restock!"* that would be freaking dope
This makes me wish that they had the "get ready for the next battle" line in there if you were doing a 1v1 fight as Kazuya (unless it's already somewhere in the game I haven't played in a hot minute)
fun fact: in tekken 7, Kazuya is the only one who has a custom hairstyle designed as a hammer, so if he manages to defeat someone using the headbutt grab (Stonehead)while wearing it, he will literally pin the opponent to the floor headbutting it three times XD
Man, Smash is truly amazing. If we wanted to we could now have Kazuya from Tekken and Joker from Persona 5 fighting on Midgar from Final Fantasy. It's truly a celebration of gaming.
