The server is up... just filter Gearup and be patient, i can take some time for it to show up

Hi, I`m just wondering on you guys oppinion.. I have had some problems with my rig performance wise.. Normal stuff like stuttering and huge FPS drops. I have had this problem for quit some time know. I tried buying two Asus Geforce 760 OC in SLi but didnt make a huge difference. Just a little FPS boost.
My current setup is:
Mobo: ASUS Sabertooth 990xf
CPU: AMD FX-8120 8-Core Processor
Memory: Corsair Vengeance DDR3 1600MHz 8GB CL9
GPU: 2x Asus Geforce 760 OC edition.
PSU: Silver Power SP-S750M 750W PSU
This was not good enough to run games like ArmA 3, but sometimes ArmA 2 when playing on a good server with low ping.
So I decided to really get this desktop to get up and running so I bought the following parts:
CPU: Intel Core i7-4790K Devils Canyon
Socket-LGA1150,Quad Core,4.0GHz,8MB,88W,22nm,HD460
Mobo: ASUS MAXIMUS VII HERO, Socket-1150
ATX, Z97, DDR3, 3xPCIe-x16, SLI/CFX, VGA,DVI,HDMI,
SSD for games: Kingston HyperX 3K SSD 240GB 2.5" KIT
SATA 6 Gb/s (SATA3.0), 555MB/510MB/s read/write, S
Water cooler: Corsair H110 Hydro Series CPU Cooler
Did also buy some other stuff like fans, thermal paste and a 1ms gaming monitor.
But my question is.. Will I finally be able to play ArmA mother F-ing three/two on more than 20 FPS? I am really tierd of playing on low quality and having some stutter here and there.
Why don't the police use the sports hatch back since it is the fastest land vehicle in the game going to speeds beyond 300 km. They would catch criminals like crazy.
