If it is totally dry, you can use some hot water soaked towels and lay it on the hide to help introduce moisture back into the hide, and then work the hide until dry. You will need to work the hide over a blunt edge like a dull axe in order to soften it. Sheep are too large and thick skinned to do this technique

You certainly can cut out the bald spots and sew them if you wanted. If you search up how to patch a hole in a taxidermy animal you will be able to find some videos how to do it best. Hope that helps!
You will probably lose some hair that sheds off naturally, but if you are losing patches of fur and getting bald spots, then there was an issue in the tanning process, or the hide started to decompose before tanning.

I will definitely try to do this in the near future. I have not tanned any hides in a few years as I moved and no longer had a dry place to do it.
How do you process the fur to get it to the point where you can soften it
my sheep hide is wrinkle and dry is ok to use this method ?

Mine won't do that.I pullwd and pulled,won't go white. Followed your technique,nothing.Hard and crinkly.I sprayed a little warm water on them.
You will probably have to re-soak it and try again. You most likely waited too long and it fully dried.
