i wish they still equipped these things with a chaincase. sure a belt drive setup costs the same to maintain as an xt derailleur cassette and chain, but a hub gear setup with a chaincase is still a lot cheaper on the long run for only a little extra effort. i would call the tube the battery mounts to maybe the rear-headtube? it's definitely some sort of headtube
I usually takes a short while to adjust but the Carrie is one of the easiest and approachable front loading cargo bikes to ride. It's very precise and manoeuvrable.
I would love one of these bikes, but now, being well into my 80s, I'll just dream about it.
There are electric trike bikes that might be suitable for you.

Yoonit and Monopole offer some small cargo bikes in a non-battery layout. Might be worth a look.
