Do we deduct TDS on agreement amount (10% generally) or only at the time of final payment (90%) after obtaining certificate from assessing officer or at both times? What about form 15CA? To be filed at both times or only at the time of final payment?

Only profits/incomes are taxable. Investments for building a house are not.
